The reason been that the services that 0845 number provides are very useful for running of a bank. The bank needs to deal with different types of people, which includes the partners, other financial institutions, central bank, corporations, customers etc. So in order to tackle each one according to its importance, 0845 numbers are very efficient.

Caroline Harris of NatWest said: “Introducing 0845 numbers meant we could ensure customers could always contact their branch through a local-rate number.” Telecoms companies generally charge between 1p and 5p a minute for 0845 calls, while 0870 numbers can cost 10p a minute. The 0845 are designed to help firms handle high volumes of calls.
The 0845 numbers are referred as local rate number i.e. customers contacting organizations close to their homes would often be better off calling local numbers rather than 0844. Since it is a local number, the cost of the call usually depends on the one or two numbers that follow the initial four digits.
